I'd think those leather pieces hanging over their eyes would be very annoying to the poor horses.

I think it keeps the flies out of their eyes. It's really a kindness. The flies are very thick in summer and group all around the horse's face.

I think they are there to discourage flies. Similar to Aussie hats with swinging corks attached!

Yes because otherwise they will lay eggs in their eyes and that is much worse when the eggs hatch. My sister has horses.
